四、項目背景

文化設施“四大館”(劃分南北兩部分,其中北片“三館一場”包括廣州博物館新館、廣州美術館、廣州科學館和嶺南廣場;南片“一館一園”包括廣州文化館和嶺南大觀園)建設,是廣州市建設新嶺南文化中心、推進新型城市化發(fā)展的重大部署,是實現(xiàn)“文化廣州”“幸福廣州”,全面建設國家中心城市,實現(xiàn)“三個定位、兩個率先”目標的迫切需要。根據市委、市政府的工作部署,開展廣州文化設施“四大館”設計國際競賽(以下簡稱“競賽”),通過本次競賽將文化設施“四大館”打造為世界一流、經得起時代檢驗的文化設施精品。

其中“一館一園”項目位于海珠湖北部,將把多種嶺南文化、名園引入海珠濕地,從多個方面展現(xiàn)嶺南地區(qū)不同類型的文化特色和地域風俗,打造廣州文化館。

競賽業(yè)主單位為廣州市文化廣電新聞出版局,項目建設管理單位是廣州市重點項目建設辦公室,競賽組織單位為廣州市規(guī)劃局。本次競賽成立廣州文化設施“四大館”國際競賽委員會,作為競賽工作的決策機構,負責組織協(xié)調、指導、監(jiān)督檢查和糾紛調處等工作,對競賽工作中的重大事項行使決策權,下設評審委員會和競賽委員會辦公室。

五、項目簡介

1、名稱:廣州文化設施“四大館”設計國際競賽——“一館一園”項目

2、工作內容(具體以競賽技術文件為準):

1)“一園”(嶺南大觀園)整體詳細景觀設計

“一館一園”用地東起新光快速,西至楊灣涌,南抵海珠湖,北至新滘南路,總占地面積34.45公頃(合517畝),競賽成果應對園區(qū)34.45公頃進行園林景觀設計。競賽成果達到修建性詳細規(guī)劃深度。

2) 廣州文化館建筑群占地面積約14公頃,總建筑面積為30000平方米。競賽成果達到建筑設計方案和園林景觀設計方案深度。

六、競賽活動期限

競賽時間為201394日(北京時間,下同)至20131220日。報名時間為94日至923日,927日公布獲邀參賽單位名單,10月11發(fā)布競賽技術文件、召開技術答疑會,并進行現(xiàn)場踏勘。設計中期競賽組織單位對參賽各方進行初步成果檢查,具體安排將提前通知。各參賽單位需在12月20日下午1600前將競賽最終成果送達指定地點。20141月競賽組織單位召開成果評審會,評定3家優(yōu)勝設計方案(具體時間以競賽組織單位通知為準)。

七、競賽方式

(一)競賽形式

本次競賽采取邀請競賽形式,通過在網站發(fā)布報名公告,公開接受國內外設計單位(或聯(lián)合體)的報名。由評審委員會對報名的設計單位進行資格評選,選出8家設計單位作為正式邀請參賽單位。每家參賽單位限報送1個設計方案;不受理未被邀請的設計單位報送的設計方案。

(二)競賽評選方式及費用支付方法

正式獲得邀請的參賽單位,按技術文件規(guī)定報送競賽成果文件并經評審委員會審查符合本次競賽要求的,可獲成本補償費人民幣50萬元(含稅),未通過技術審查或無效的成果不獲得成本補償費。

競賽委員會組織評審委員會對8個競賽方案進行評審,評選推薦3個優(yōu)勝方案。

(三)后續(xù)工作

業(yè)主單位將在3家優(yōu)勝方案的設計單位中挑選1家作為中標單位,中標單位將獲得“一館一園”項目方案設計至施工圖階段的設計權。設計費由中標單位與項目建設管理單位進行商定,并簽訂建筑勘察設計合同。

八、競賽報名的要求

(一)報名條件

1、境內設計單位須具有獨立法人資格,具備住建部頒發(fā)的有效的建筑設計甲級資質和相應園林景觀設計經驗,境外設計單位必須具有同等規(guī)模建筑設計經驗或者具有國際重大影響力的代表作品。同一法定代表人的不同機構(含全資子公司及其控股公司),不得同時報名參與本國際競賽項目。

2、本次競賽允許聯(lián)合體參與競賽。

(二)報名方法

1、有意參加競賽的設計單位必須在報名截止時間前將填好的報名登記表、報名文件(簽字并加蓋公章)傳真或電郵(郵箱地址為:gzcqc2006@163.com)至競賽組織代理單位。

2、同時將所有報名文件以書面形式在報名截止時間前送達或郵寄至競賽組織代理單位。

(三)報名截止時間為北京時間2013923日上午1000(以競賽組織代理單位接收書面報名時間為準)。逾期抵達的文件概不受理。

二、本公司保證在本項目參賽中不與其他單位圍標、串標,不出讓競賽資格,不向方案競賽主辦單位或評標委員會成員行賄。

三、本公司沒有處于被責令停業(yè)的狀態(tài);沒有處于被建設行政主管部門取消投標資格的處罰期內;沒有處于財產被接管、凍結、破產的狀態(tài);在競賽報名截止日期前兩年內沒有相關行政主管部門已書面認定的重大工程質量問題;在中華人民共和國境內人民檢察院行賄犯罪檔案查詢結果中,本公司沒有在競賽報名截止時間前兩年內被人民法院判決犯有行賄罪的記錄。

Announcement on Project Application of One Museum and One Garden under the International Designing Contest for the Four Venues among Cultural Facilities in Guangzhou

Part Four Project background

The construction of the four venues (including the new museum,GuangzhouArtGallery,GuangzhouScienceMuseum,Lingnan Squarein the northGuangzhouCulturalMuseumandLingnanProspectGardenin the south) is a major deployment forGuangzhouto build up Lingnan cultural center and advance new urban development. Besides, it is also the urgent requirement to construct “culturalGuangzhou” and “happyGuangzhou”in addition to building up a national central city and realize the objectives which can be summarized as “three positions and two priorities”. In accordance with the work planning of Guangzhou Municipal Party Committee and Guangzhou Municipal Government, Guangzhou aims to build the four venues in this city into world-first-class and time-honored cultural classics by launching the international designing contest for the four venues among the cultural facilities in Guangzhou (hereinafter referred to as “contest”).

The project of one museum and one garden is located in the north ofHaizhuLake. This project aims to introduce opulent Lingnan culture and famous gardens into Haizhu wetland in an effort to demonstrate the cultural characteristics and regional customs in various regions of Lingnan area from different perspectives and build upGuangzhoucultural museum.

The proprietor in this contest isGuangzhouCultural, Radio and TV, Press and Publication Bureau. The construction management of this project isGuangzhouKey Project Construction Office and the contest organizer isGuangzhouUrban Planning Bureau. Especially, the contest has established the international contest council for the four venues among the cultural facilities inGuangzhouand this council is responsible for organization, guidance, supervision and dispute resolution as the leading decision-making organ. In addition, this council is entitled to make decisions on key events in the contest and a review committee and contest committee office is under the council’s subordination.

Part Five Brief Introduction to the Project

2. Work content (details seen in the technical document of the contest)

(1)Overall landscape design of one garden (LingnanProspectGarden)

The scope for one museum and one garden ranges from Xingang Express in the east toYangwanRiverin the west, fromHaizhuLakein the south toXinjiao South Roadin the north. The scope covers an area of 34.45 hectares (which is tantamount to 517 mu) and the contest outcome is for the garden landscape design of the 34.45-hectare garden. The contest outcome reaches the depth of preliminary scheme of the regulatory detailed planning.

(2) Architectural cluster design forGuangzhoucultural museum

The architectural cluster covers an area of 14 hectares and the total construction area stands at 30,000 square meters. The contest outcome reaches the depth of construction plans and garden landscape design.

Part Six Duration of the contest

The duration of this contest spans from Sept, 4th, 2013 (atBeijinglocal time) to Dec, 20th, 2013. The application time spans from Sept. 4th to Sept., 23th, 2013. On Sept, 27th, 2013, the list of attending contestants under invitation will be released. On Oct. 11th, 2013, the technical document for the contest will be released and the technical Q and A session will be convened in addition that the site survey will be conducted as well. In the middle of the design process, the contest organizer will carry out a review on the contestants’ preliminary results and the specific arrangement will be announced in advance. The contestants have to submit their final outcomes to the designated site before 16:00 on Dec. 20th, 2013. In Jan. 2014, the contest organizer will convene a review meeting so as to choose 3 prize-winning design plans (specific time will be announced by the contest organizer).

PartSeven Waysof the Contest

(1)Forms of the contest

The contest will be in the form of invitational competition. By publishing the application announcement on the website, the contest is accessible to the public application of the design organizations or alliances in and out ofChina. The review committee will review the qualifications of the applied design organizations in an effort to choose 8 design organizations as the invited contestants. Each contestant shall be limited to submit only one design plan and the design plan of uninvited design organizations shall be rejected.

(2) Ways of appraisal and payment-making

The invited contestants, if their design results are submitted in line with the stipulations of the technical document and they are proven to comply with the contest requirements upon the review committee’s inspection, shall be entitled to a compensation of RMB 0.50 million (tax included) while the contestants failing to pass the technical review or submitting futile results shall not be compensated. The contest council will organize the review committee to review the 8 plans in an effort to select the 3 prize-winning design plans.

(3) Follow-up work

The experts will select one from the three prize-winning design organizations as the bid-winner. The bid-winner will be authorized the design rights from construction plan design to construction drawing ofGuangzhouCulturalMuseumandLingnanProspectGarden. The design fee will be negotiated by the bid-winner and the construction management who will sign a construction survey and design contract.

Part Eight Requirements of contest application

(1) Conditions of application

1. The domestic design companies shall have independent legal personalities in addition to having effective A-class certificates on construction design issued by the Ministry of Housing and Urban-rural Development of People’s Republic ofChinaand related experience on garden landscape design. The foreign design organizations shall have equivalent construction design experience on the same construction scale or have internationally influential representative works. The different braches under the same legal representative (including wholly-owned subsidiaries and their holding companies) shall not be allowed to apply for the international contest at the same time.

2.Alliancecontestants are allowed in this contest.

(2) Ways of application

1. The design organizations intending to join in the contest shall submit the filled application form and documents with signatures and official seals to the delegated organizer by fax or e-mail (e-mail address: gzcqc2006@163.com) before the application deadline.

2. The design organizations intending to join in the contest shall submit all the application documents in the written form to the delegated organizer directly or by mail before the application deadline.

(3) The application deadline is 10:00 (atBeijingtime) Sept. 23rd, 2013 (The actual time depends on that when the written application is received by the delegated organizer). The application documents submitted beyond the deadline shall be rejected.

(5) application documents (details seen in Appendix Two, the documents shall be bound in A4 format and in one copy).

1.The application is not valid until the application documents in paper form are received, including introductions to the applicants’ names and certificates, brief introductions to the applicants, certificate verifications, certificates of award, the applicants’ related experience, the composition of designers, chief designers’ related design experience, applicants’ declarations and so on (original copies with signatures and official seals affixed).

Footnotes  The documents related to the design organizations’ project performance shall include project names, project sites, project scales, design contents, chief designers, project completion (ongoing or completed), project pictures (design drawings or real-scene pictures) and proprietors’ contact information.

2. legal representatives’ certifications, legal representatives’ letters of authorization, the attorneys’ ID card copies All the above-mentioned documents need to be affixed with official seals.

3. the design leaders and chief designers’ CV and professional qualification copies, the performance on the similar projects and certificates of award in the recent five years (Official seals need to be affixed).

4. The alliance contestants in this contest need to submit the alliance cooperation agreement (in original copy and the agreement needs to be affixed with signatures and official seals) signed by all the members and the leading organization is to be marked.

Notes: The applicants must ensure the accuracy and authenticity of their application documents. The contest organizer shall reserve the right to require the applicants to submit original documents or verify their submitted material in other forms in time of application, in the middle of the review process and before the review result confirmation. The applicants shall bear all the consequences arising from false materials or other causes.

Part Nine Providing the announcement is not in conformity with the technical document of the contest, the technical document shall prevail.

2. Our company guarantees that during the participation of this project, there will be no ring bidding, conclude bidding with other units, no competition eligibility selling, and no bribery to the competition organizer or members of the assessment committee.

3. Our company neither is in the state to be ordered to suspend business, nor in the penalty period of disqualifying bidding by the construction administration department, nor in the state that its property is took over, frozen, or bankrupted. Within the two years until the due date of the competition registration, no major projects’ quality problems have been confirmed by relevant administrative authorities in written form. On the territories of PRC, the query results of bribery file in People's Procuratorate show that our company did not be sentenced of being guilty of bribery records by the People's Court within the two years until the due date of the competition registration.

4. Our company and its affiliated institutions have not participated in the preparatory work of the project, the International Design Competition documents preparation and other related work. Our company is not affiliated or has other stakes with the project competition organizer.

5. Our company guarantees that the person in charge of the project schemes (with ID) will take full participation in the collection and design of planning project schemes.

If our company has breached this warranty, or this statement doesnnot tally with the facts, once verified, we are willing to accept the public circular, and take all the legal consequences.

III. Consortium Agreement

Consortium Agreement

 

(If the participation of this competition is in the form of Consortium, this Agreement hereby is provided.)

 

(A company name), (B company name) are willing to form a consortium to participate in “Four Major Pavilions” International Design Competition of Guangzhou Cultural Facilities— Project “One Pavilion and One Park”, and an agreement on the relevant matters are concluded as follows:

1. (A company name) as the organizer of the consortium, (B company name) is the member of the consortium;

2. The internal relevant matters of the consortium are provided as follows:

(1) The organizer of the consortium is responsible for the contact with the project schemes organizer;

(2) The competition is charged by the organizer of the consortium and is implemented by teams build up with both parties;

(3) The consortium will be in strict accordance with the requirements of project competition documents, thus to submit the application documents and project competition results, implement all contract documents effectively, jointly take all contractual obligations and responsibilities, and in accordance with the internal division of responsibilities to undertake their own responsibilities and risks;

(4) If successfully win a bid, there will be an agreement signed within the consortium, each party according to the agreement is responsible for: the organizer (A company name) commitments (work scope, content), takes up the total workload  %, consortium member (B Company Name ) commitments (work scope, content), takes up the total workload  %; this Agreement acts as the supplementary content of the competition project schemes organizer.

(5) Costs in the process of the competition and the project implementation after winning the bid will be allocated by the workload of each party.

3. This Agreement will go into effect from the day of signing, and the above 2 (4) of Consortium Agreement will be invalid automatically from the day of signing.

4. This agreement is in  copies, will send one to project schemes organizer, and each members of the consortium shall holds one.
